The City of Champaign operates under a Council-Manager form of government. The City Council is composed of a Mayor, elected at large, and eight Council Members (five elected from specific districts and three elected at large).

The City Council serves as the legislative body, setting policy, passing ordinances, and approving the budget. They appoint a professional City Manager who is responsible for the day-to-day administration of city services, including police, fire, public works, and neighborhood services.

While Champaign is the largest municipality in Champaign County, the county seat is located in neighboring Urbana.
