Government

The City of Campbell operates under a Council-Manager form of government. The City Council consists of five members elected at-large by the residents to serve four-year, staggered terms. Each year, the Council selects one of its members to serve as Mayor and another as Vice Mayor, meaning the mayoral role is largely ceremonial and rotational rather than a separately elected executive.

The City Council appoints a professional City Manager to oversee the day-to-day operations of the city's various departments, including police, public works, community development, and parks and recreation. Campbell provides its own municipal police force, but contracts with the Santa Clara County Fire Department for fire protection and emergency medical services. At the regional level, Campbell is part of Santa Clara County and is represented in both the California State Legislature and the United States Congress.
